Advising Liverpool City Council and Grosvenor on Europe’s benchmark City Centre regeneration scheme

The Brief

C&W’s initial brief was to undertake a retail assessment of the City Centre and recommend a strategy. In doing so C&W identified a city centre site centred on Paradise Street, for a major retail extension. C&W was retained by the Council as its planning and property adviser, to ensure the delivery of the initiative.

C&W’s advice then extended to the preparation of a Development Brief for the identified area, amendments to the emerging Unitary Development Plan, expert evidence at planning and CPO inquiries, selecting the Development Partner and negotiating the Development Agreement. C&W was then retained as joint acquisition and leasing agent for Grosvenor.

Solution

Grosvenor Ltd was selected and the resulting Public and Private Sector Initiative has resulted in one of the most ambitious urban regeneration projects in Europe. Totalling over 200,000 sq m the project includes 125,000 sq m retail, international hotels, substantial residential and office accommodation, a new transport interchange, 3,000 car parking spaces and public open space, introducing an urban leisure experience comprising cinemas, health & fitness, family entertainment and dining/evening entertainment. An entirely new urban environment has been created.

Conclusion

The Development Agreement was signed in December 2002. The Scheme opened in October 2008 restoring the city’s urban grain by reinstating streets and creating new places. It has secured £1bn of inward private investment for Liverpool- the largest single investment in the City Centre for over 100 years. Assembling the 43 acre site involved a CPO for 250 land interests.

Liverpool One has won 31 industry awards since opening, including Retail Week’s "top shopping location 2009", the RTPI’s best regeneration project in the Northwest, Urban Regeneration & Renewal’s "Best Mixed Use Development", BDP’s masterplan was also shortlisted for the 2009 Stirling Prize.
