- MEPC The BriefTo secure pedestrianisation of the High Street and to provide advice on the development proposals for the Hanover Trading Estate. The work was to consider past quantitative retail capacity studies and current qualitative capacity and to consult with MEPC, owners of the Trading Estate.SolutionFollowing completion of an Urban Design Study, Cushman & Wakefield was appointed to negotiate the detailed design of the Two Rivers retail development with MEPC leading to a detailed planning application and Section 106 Agreement. The proposals created new service arrangements and connectivity to the High Street via Norris Road without compromising the further development of retail and leisure floorspace in the town centre.The Section 106 Agreement incorporated commitments from MEPC in respect of shop mobility facilities, CCTV, highway contributions and landscaping. The first phase of the scheme opened in 1999 with lettings to Boots, JJB Sports, The Gap, Allied Carpets, Waitrose and Currys. ConclusionStaines has won the BCSC Town Centre Environment Award for 2003. The judges praised the town for its “metamorphosis” from uninviting town centre with a limited retail offer to a modern shopping and business centre. It now has 35,000 sq m of new retail space, a thriving leisure quarter and twice-weekly markets.
